And in the US, that does make a lot of sense, because for Louisiana, for example, to bar barges originating in Iowa from accessing the Gulf would both be preposterous and be a massive violation of the Constitutional protections on barriers on interstate commerce. 

However, they're still considered landlocked because they don't have direct access to coastline.

I was going to post a question of whether states / countries with only river access to an ocean are considered "landlocked". I was thinking specifically of states on the Mississippi river that are otherwise considered landlocked but one of their borders is defined by the river. But instead of posting here I googled it.

Apparently they are. Because where the river empties into the ocean is controlled by a state/nation other than themselves, they are considered landlocked.

They were landlocked until the Union took Vicksburg back from the Rebels. :)

Right, but it's the difference between physically navigable and politically navigable. 

Belarus has a river connection to the Black Sea, which has a connection to the Mediterranean through the Turkish Straits (and other large seas). But in order for Belarusian ships to reach the Black Sea, they must be granted access by Ukraine. 

Iowa relies on the fact that the federal government won't allow any states south of them on the Mississippi to impede their access to the Gulf, since they don't politically control passage down that river.

Fingers crossed is right.
She took off from Tel Aviv about one hour ago, thankfully.

Well, she was waiting at the gate that bomb sirens went off and everyone in the airport went downstairs underneath the airport to the bomb shelter.  She could hear booms in the background, so naturally, she was quite nervous to get on the plane.

It is a good option.  I have used it before and it’s quite a nice set up a very reasonable too.
