There are subsets to these number that nobody likes to talk about.

People are leaving. Simple, right? Well, no it's not.

Who is leaving, and how many tax dollars are going with them?
These areas have elected pro-crime leaders and that chases the productive classes away. Chicago went all-in on pro-crime and the city is a war zone.

This would all be hilarious if it were not so deadly (literally) serious.

It's an interesting question... I'm not sure it's who I suspect you're thinking of (the rich and business owners). 

I suspect that those people are rich enough to live in the nicer areas and be insulated from all the negative stuff we've talked about endlessly. If you've got a lot of money, LA County is a terrific place to live. 

I think the ones that are leaving are those in the middle to upper middle class who, due to cost, can't "get ahead" in those places, but have enough job mobility to relocate to a lower-cost area for higher quality of life. Especially those who are raising families.

I.e. for my rent I could move out of my 1200 sf 3bdr house on a postage stamp lot and buy a house next to @utee94 -- with likely a lower monthly take despite higher property taxes once you account for the fact that I'd no longer pay state income tax.

(Granted I'm not in LA County of course, so I'm not exactly who you're talking about.)

The money is walking away. 

Whether it's out of state or to another county in the state or to another city in the county that's safer.

It's leaving the troubled areas, which will cause more trouble, as there will be less money in property and sales tax coming in. Stores are closing. Gas stations are closing. None of this is good for anyone.

The truly wealthy can live anywhere just fine.  As noted, the middle and upper middle get squeezed.  And they have collectively more money than the one percent.

My next door neighbor is actually selling and moving out to the lake.

But don't get any ideas...

@betarhoalphadelta and @Cincydawg make a VERY important point. It isn't the super rich who face the consequences of pro-crime policies. They have gates and guards to insulate themselves from the consequences. The middle and upper middle classes are the ones who get squeezed along with the poor, of course. The poor can't do anything about it but the middle and upper middle class can. It is why we have sprawling suburbs. The middle class and up were forced to abandon city life by the high crime rates.

For a while we got control of it. Far-left NYC elected tough-on-crime Republicans then Republicans-turned-independents in five consecutive Mayoral elections and NYC went from a war-zone when I visited in 1994 to a very pleasant and livable place a few years ago. Now, unfortunately, they are heading back.

There also is my point that INCOME taxes may not impact the truly wealthy.  Imagine I live in CA and own $100 million in some company, and I need $2 million a year in cash to "survive".  I can borrow off my $100 million for the cash, if the company is growing at 2+%, I can do that indefinitely.  I have zero income to be taxed.  So the state top tax rate if 13.3%?  That gouges folks who have a salary, but not me.

Maybe after 50 more years I am borrowed out, or not.

The gun laws aren't materially different.  

Stop and frisk is gone so the lower classes are MUCH more likely to carry since they have little to fear from the police.  This becomes a feedback loop because when the worst of them carry then more of the not-quite worst carry for self defense then more of the next group carry for self defense, etc.  

Not only is stop-and-frisk gone but shoplifting has been effectively legalized and police interactions have fallen off a cliff because the officers have more to fear from the criminals than the criminals have to fear from the police so the cops have retreated to the donut shop (I don't blame them) and the criminal class is settling their own disputes.  

In-and-of itself, I honestly wouldn't care about the above.  If Tony Soprano and Tony Montana want to settle their beef with bullets, the world is frankly better off without either of them so great.  The problem is that the criminal class doesn't actually engage in precision "wackings".  Instead, they generally utilize spray-and-pray tactics against a person or people who "dissed" them and these spray-and-pray shootings result in insane collateral damage.  

Thus you have war zones in the big cities.

They are different from here:

Residents of NYC who wish to obtain a firearms license must apply online through the New York Police Department License Division.[40]
There are currently six types of pistol licenses: Premise License, Carry Business License, Limited Carry Business License, Special Carry License, Carry Guard License, and Law Enforcement Retiree License.[41]
NYC premises-only licenses are the licenses issued to average citizens who cannot show a need for self-defense greater than any other average citizen. They are clearly marked: RESTRICTED - NOT FOR CARRY. Most licenses issued in NYC are for on-premises possession only, for self-defense within the home or business.
Security guards and business people who regularly carry valuables may be issued a Restricted Business Carry License which is valid only while conducting the business specifically as it was described, in great detail, on the application for the license.
There is also a rifle/shotgun permit, issued for the purchase and possession of rifles and shotguns.

I prefer to stay were I live now. Almost every home around my area has multiple firearms and people proficient in their use. We also have almost zero crime in our area. I wonder if there is a correlation?
