affordable housing isn't a fix for the homeless, for the most part

It's more for folks with lower incomes having a decent place to live w/o spending a high percentage of their income.

I would like to see significant economic incentives that promote lower cost, quality housing.  

For example- give those with moderate incomes a FULL tax deduction for their entire home or rent payment- for the first 5 years in a home.  

Give home builders a tax incentive to build affordable homes that is so significant it makes it more profitable to build affordable homes than luxury homes.  

Finally- give investors a tax deduction for rental income to affordable borrowers to stimulate that.

As noted above, there are two or more issues with the "unhoused" that are separate things.  If "we" would like to make housing more affordable for the "working poor", that's a more solvable problem with money.  What is HUD's budget?  

Do we need to spend more on K-12 education?  We already spend more than any other major western country.

Is there a Government role for this, aside from the tax code?

And tax code is a whole new topic.

Our spending on K-12 is per capita, and it's a lot.  Our other spending is also a lot.

That's what the mental institutions were for, but that was inhumane.

As if homelessness is humane.

The drop was temporary here in Phoenix.  We had a massive surge in prices over the last few years and then a drop over a short period about 6 months and over the last 2 months inventory is down and demand is up and prices are rising again

Seems like the problem is mostly in Arizona, it's stable or decreasing in other locations.  So, OAM can get right on solving it all, somehow.

I would personally start by looking at factors that limit "affordable housing" and see if those can be reduced.  Some of the factors could well be government misguided policies, like growing cotton in the desert, or get local approvals.

Arizona's problem, imho, is the influx of Californians who have sold their million dollar houses which would have been a 350K house pre influx, driving housing prices for the equivalent house to $500K.  Prices people out of the housing market and into the rental market. So the demand for rental is increasing causing an increase in pricing.  This increase causing those who can't afford it to either team up or move or be homeless. 

It really is a vicious cycle with no end in sight unless California does something about the reason they people are fleeing.
