Once a facility is decommissioned, it's not longer licensed of course, and that can be for good reason, metal fatigue, old controls, obsolescence, radiation, etc.  It's worse than useless at that point.  You're much better off green fielding a new one.

The SMRs MIGHT be a thing in a decade, to some extent, but I'd guess it'll be slower in coming than that, a few of them dotted around doing relatively little.  This problem would require a comprehensive plan, with price tag, not just throwing money out there at EVs and wind and solar.  It has  been politicized of course and now everything is a political battle with posturing and gotcha questions and posing for media.  In 2020 or so, one of the agencies put out the outline of what would have to happen to "lick climate change" by 2050 and it was very clear it was impracticable.  One thing was to shutter EVERY coal power plant globally by 2020.  Sure, you can say that has to happen, but then note that it won't happen, at all, and more will be built.

Donalds Introduces 16th, 17th, 18th, 19th And 20th Bills Of 2023-24 Nuclear Energy Package
 
WASHINGTON - Today, Congressman Byron Donalds (R-FL) introduced the 16th, 17th, 18th, 19th and 20th bills of the 2023-24 Donalds Nuclear Energy Package. These bills include H.R. 4674 – The Advanced Nuclear Feasibility Act, H.R. 4675 – The Advisory Committee on Reactor Safeguards (ACRS) Reform Act, H.R. 4676 – The Nuclear Red Tape Reduction Act, H.R. 4677 – The Leverage Obligated Appropriations for Advanced Nuclear (LOAN) Act, and H.R. 4678 – The Provide Logistical Airport Aid Via Advanced Nuclear Energy (PLANE) Act. Congressman Donalds released the following statement:
 
"Throughout the first seven months of the 118th Congress, I have worked hard to elevate the role of nuclear within the arsenal of American energy. Not only is nuclear the cleanest and greenest source of energy at our country's disposal, but it is an invaluable asset that we must utilize in order to efficiently power the future of our nation. My now twenty-bill and growing, nuclear energy legislative package promotes this critical and under-utilized solution to America's current and future energy demands.

Maybe, but exploring the benefits isn't what's really needed (I know some parts of his bills have more teeth, but would any Democrat vote for them?)

I noted years back that a part of a decent plan would be to replace coal with nuclear.  It would be expensive, need loan guarantees, and everything in the above bills, but it would take decades to do it.  Private companies are going to be loathe to dip their toes in the waters after seeing what happened with Vogtle 3/4.

He could be hyperdramatic, but all of this is entirely political at this point.  Your average liberal thinks nuclear is bad, I've chatted with some of them, they aren't entirely sure why (waste comes up often), but it's bad, so it has to be wind and solar.  If you note the issues with W&S they claim batteries will solve that.

My main point continues to be "we" simply aren't doing much more than papering all this over because there is no realistic plan because one cannot be formulated with any practality or doability.  The numbers don't lie.

We're engaged in a massive fraudulent kidding ourselves exercise.
