DC has some rule of that ilk, maybe the same one.  Paris sort of has that as a rule but with two major exceptions.

Music Midtown returning to Piedmont Park after canceling last year’s festival – WSB-TV Channel 2 - Atlanta (wsbtv.com)

The presale for 3-Day and limited 1-Day General Admission, GA+, VIP, and Super VIP tickets will begin Thursday at 10 a.m. at www.musicmidtown.com. The remaining tickets will go on sale to the general public at a later date.

General admission tickets start at $350 before fees. Here is the full lineup.
