In this case, I'd guess the guy just went crazy, and maybe already was crazy.  Fear of consequences is not a factor in decision making at that point.  The shelter in place order is lifted, they think he's moved somewhere else.

I was impressed with how quickly that many LEOs got into position, from multiple agencies include Tech police.

Yes, how dare someone let their actual experiences shape their perceptions.

we see it all the time. Like the lady in NYC
who recently railed publicly about crime because her husband was viciously murdered in broad daylight.  The Mayor and the media basically told her to shut up because crime is down ( how they measure it-of course).  To your point- there are millions of people walking around on the streets every day in NYC who are not murdered.

I’m of the opinion that if the free market were allowed to work we would not need “ affordable housing “. 

Read an article years ago about housing in the Bay Area. Govt artificially restricts building ( excessive costs, unnecessary permits and red tape). Therefore very little construction gets done, and that that does is very $$$. Then they have laws about how much rent you can charge, and how often rent can increase so people just stay in the same housing for decades because they can’t afford to move. This limits the housing to other people who can afford it, who would otherwise be willing to pay the prices for new construction.

So basically then the govt has all these AH, which further twists up and limits the market, and drives up the costs for every one. But people believe that the govt must do something, which only makes it worse. Over and over. 

Just like college. At one time a person could scrimp and scrape by paying their way waiting tables or other similar jobs. Then came the guaranteed student loans, all the govt backed programs. End result :  people finish with a mountain of debt, limited job options, and a devalued degree.

On that note I’ve seen data that suggest getting a college degree is 5x more expensive than it was 40-50 years ago.

"We" used to have housing projects of course, like Cabrini Green, that cleared slums.  There were two early large ones here, one black one white.  They're gone now of course.  And the slum areas were really bad circa 1950.  The projects were an improvement, at least for a while.

I was told yesterday we have rooms for the homeless here but the ones on the streets don't want to live indoors.  And you can't legally make them.  Fortunately around us it's not that major a problem, nothing like Tenderloin in SF.  Not much is.

Maybeeee, except then you wind up with a service class of workers who can't live anywhere near the places that need servicing and they have no way to get there.

Unless you're going to bus them all in from afar, it doesn't work.  And why spend a long time on a bus to do a low-paying service job when you can just walk down the street 10 min and do the same low-playing job?  Why waste time on travel to service the rich who let the free market boot you out when you can service the average nearby?

Here in Phoenix, a 1-bdrm apartment in the ghetto is $1200/mo.  Plenty of new apartments being built, all around, and every single one of them are "luxury" apartments. 
Doesn't help the problem.
Scottsdale is pretty hoity-toity....where do you think their service workers live?  Not Scottsdale!  But it's not a peninsula with limited space, so all the service workers ride or drive in from the surrounding, poorer areas.
Hell, you could make the argument that Mesa is a 1,000,000 person service city.  Poor, run-down, but adjacent to nicer parts of town.  
Hooray free market!!!
Now the poor can have worse infrastructure and worse schools to maintain their role as service industry to the wealthy!  
MISSION ACCOMPLISHED!
