How does one define "woman"?
I had no idea that all it took to adopt an amendment was a vote from congress

I thought it took a national referendum
They won't let me give blood anymore. The burnt orange color scares the hell out of the doctors.

The details here are a bit more complex.  It takes Congress, the President, and 3/4 state legislatures.  Virginia passed the ERA to pass the last hurdle, but it was after the clock had run out.  This bill was to extend that clock.

The headline indicated that if it passed congress it would be adopted

if thats not the case then shame on them for misleading the public

The ERA passed Congress in 1972, having been first proposed in 1923. Constitutional amendments, under U.S. law, must be ratified by three-quarters of all state legislatures, meaning 38 states. 

In 2020, Virginia became the 38th state to ratify the ERA, but it did so after the 1982 deadline to ratify the amendment had passed.
The Senate resolution would have removed the deadline so that the ERA could become the 28th Amendment. Sen. Ben Cardin (D-Md.) and Murkowski were the resolution’s lead co-sponsors.

The text of the Equal Rights Amendment (ERA) states that “equality of rights under the law shall not be denied or abridged by the United States or by any State on account of sex” and further that “the Congress shall have the power to enforce, by appropriate legislation, the provisions of this article.” The ERA was first introduced to Congress in 1923, three years after women in the United States were granted the right to vote (by the Nineteenth Amendment), and it was finally approved by the U.S. Senate 49 years later, in March 1972. It was then submitted to the state legislatures for ratification within seven years but, despite a deadline extension to June 1982, was not ratified by the requisite majority of 38 states until 2020. Following its ratification by the 38th state (Virginia), supporters of the ERA argued that if Congress were to adopt legislation rescinding the 1982 deadline, the ERA would become the 28th Amendment to the Constitution.
