AI can also gerrymander districts in such a way that a 60-40 statewide win for one side yields a Legislative supermajority for the side with 40.

AI (or any other computer software) is only as good as the person defining the inputs and constraints. Garbage in, garbage out.
That would just be simple coding, no?  The point of A.I. is that it can "learn" to make districts fair/representative.

When I was working in Minneapolis many years ago, I went to see a Minnesota-Wisconsin hockey game, the men's teams.  It was a tremendous amount of fun.

are we sure it's not simply a difference in testing and measurement?

I'm not sure, I don't know how this could be measured really, I just thought it interesting.

I suppose they tried to standardize the tests somehow.

Being able to read reasonably well enhances one's "IQ" by a lot relative to a smart person who reads slowly or is dyslexic etc.
