Is it a topping?

(I'm actually just politely curious what would make it not a soup/stew. Unless it's just an immutable thing that chili is not soup, even though it often acts like soup)

I wouldn't say chili is tomato-based, rather it is chile-pepper based.  Many versions, including the original versions, do not include any tomato at all.

(However, I do sometimes put some roasted tomato in my own chili)

Looks about right.  I'd probably push Central Texas' boundary a few more counties to the West, but it's close enough.

I think there's a certain beauty in the West Texas landscape, but towns definitely become few and far between out there.
