Tweet aside, her actual words were spoken, and recorded.  She didn't say "and".

But, of the various things she has said, this one is pretty mild I think.

You're talking about Biden's insurance policy. It was actually pretty smart of him to choose Harris as his running mate. As bad as he is, do you think anyone really wants her in charge? 

I believe policy decisions are made by "staffers" at the WH, the President is basically a figurehead, someone you hope can read the teleprompter.  The staffers "bake" the information so only one decision is obvious, and the President complies.  This can be circular where the staffers try and divine what the President wants to be true, and spin the information to make it so.

I saw this at work, frequently, with few exceptions.  The underlings trying to get promoted would spin facts to fit what they thought the VP really wanted to hear.  Some did the opposite, and told the truth as best they could, they didn't thrive.

When I see "sources say", I may file it away for later reference, but I find "sources" say a lot of S.

I don't know much about the Daily Mail, but this one caught my eye.

That seems fantastical and dicey, but I would be unsurprised if there was something weird and wonky wrong with him. Some of the stuff those despots think is bizarre

I would have said before this that Putin was an effective and savvy leader, obviously Machiavellian and then some.  I doubt he's a genius.  He may be surrounded by sycophants who told him this would be a walkover and cement his legacy.  I imagine an adviser who says what he doesn't like hearing could be ex.
