I'm not sure that is the case. There was a report on day one of the invasion that Russia wanted to talk to Ukraine. 

It's been 4 or 5 days of an invasion. It took the US over 3 weeks to capture Baghdad in 2003. These things take time.

Best thing for all parties involved would be for them to meet and end this war and get some kind of treaty/resolution. War is not the answer. As Marvin Gaye so beautifully said.

Putin’s nuclear forces action is ‘escalatory and unnecessary’: US defense official

A senior U.S. defense official told Fox News correspondent Jennifer Griffin that there is no reason to doubt validity of reports that Putin has put his nuclear forces on an elevated alert status.
“We believe this is not only an unnecessary step to take but an escalatory one … that could make things much more dangerous,” the official said. “We have no reason to doubt the validity of this order but how it’s manifested itself is not completely clear yet.” 
The official stressed that the Pentagon is “confident” it has the ability to defend “the Homeland, allies and partners” with “tough strategic deterrence.”
But the Pentagon is still working to “assess what this action … actually means in tangible terms.”

Former Secretary of State Condoleezza Rice said Russian President Vladmir Putin appears "erratic" and is "descending" into something she’s never personally seen before. 
"He was always calculating and cold. But this is different. He seems erratic. There is an ever-deepening, delusional rendering of history, it was always a kind of victimology about what had happened to them, but now it goes back to blaming Lenin for the foundation of Kyiv … in Ukraine," Rice said on "Fox News Sunday." 
Rice has met with Putin at least a half a dozen times across her career and said he is "descending into something I haven’t personally seen before."

KYIV, Ukraine (AP) — In a dramatic escalation of East-West tensions over Russia’s invasion of Ukraine, President Vladimir Putin ordered Russian nuclear forces put on high alert Sunday in response to what he called “aggressive statements” by leading NATO powers.

The directive to put Russia’s nuclear weapons in an increased state of readiness for launch raised fears that the crisis could boil over into nuclear warfare, whether by design or mistake.

Putin’s step is “potentially putting in play forces that, if there’s a miscalculation, could make things much, much more dangerous,” said a senior U.S. defense official, speaking on condition of anonymity.

Amid the mounting tensions, Ukraine announced that a delegation would meet with Russian officials for talks. But the Kremlin’s ultimate aims in Ukraine — and what steps might be enough to satisfy Moscow — remained unclear.

Putin knows the west will know hes done this

Russia did the same thing during the Cubin Missile Crisis 

also of note so far the west has not increased its emergency status

Remarkably different situations of course.  For one thing, Baghdad was 3x the distance with several cities in between and two major rivers than channeled any advance

Many accounts claim Russian forces are making less progress than expected and feared.

not really. point still stands. they weren't going to take Kyiv in 24 hours. or 48 hours. this shit takes time. people today think everything happens immediately. it doesn't. instant gratification and all that.

This is getting dangerous as f**k, and Russia’s nuclear forces being on high alert is frightening. All it takes is one miscalculation, one mistake - and it's all over.

I think right now Putin is looking for a way out of this while saving a little face

I would not surprised to see some type of agreement where Russia retained some eastern fringes of Ukraine in exchange for a pullout and peace

Not sure the Ukraine folks would go for that however as they are feeling pretty confident they can kick rusky ass

what we dont know is what kind of internal pressure Putin is getting from his own folks

Promising not to join NATO is no big deal to Ukraine and they make that deal with some assurance of no future invasions
