We have official school hours, so you'd have to extend those.  And you'd have to pay the cost of keeping the power/water/AC on.  And you'd be keeping a largely female work staff past sunset, etc.  Plus, we already do our lesson planning and preparation outside of normal work hours already.

Things they try to avoid.

Plus on top of what I've said, in my district, we have to do 8-12 additional hours of PD outside of school hours. 
I get all that... I still feel that the schools either don't know how disruptive this is to parents, or they just don't care. 

Not the teachers. I don't think the teachers really want to deal with as much bullsh!t PDH as they have to do, and I know that the teachers want involved [to an extent] and supportive parents. 

But my guess is that the teachers' union would rather reduce actual school teaching hours than they'd support additional burdens on teachers outside of normal instruction hours. And my guess is that the school districts are more beholden to keeping the union happy and costs as minimal as possible [good point about the power/water/AC etc] than they are to keeping parents happy--the parents don't have much choice in the matter.

Like with many things, a teacher's union is state-to-state.  Nothing like that in AZ. 
It actually pisses me off that we even have a state superintendent that makes formal, public statements speaking out against every decision Governor Ducey makes because she has absolutely no power.  He and his far-right state senate can pass all the crap they want in education, and all she can do is post statements.  
So no one IN education has any actual power.

If you go back to a sentence you typed:  "...would rather reduce actual school teaching hours than they'd support additional burdens on the teachers outside of normal instruction hours" is probably true of every group in every field.  So I guess I just shrug at that.  Our baseline jobs already require that of us.  We're not going to work 12 hours a day, sorry.

I'm trying to wrestle with the tone here. Because the way it's phrased, I don't totally see a way out.

Before I go further, when you say normal instruction hours, do you mean in the course of just a week?

Edit: I'm more awake and can phrase it better. 

You've pointed out, you want them to provide more consistent childcare. Which is a good goal. But working outside normal instruction hours is going to have costs. It's already a job that often has a decent amount of unpaid spillover time. So that extra time is gonna end up being time and a half. Also, there's a basic question of what it means to make something officially more than a 40-hour-per week job (as compared to unofficially now). Your time is valuable, but so it their's.

The most logical solution would probably be to push PD into the summer hours, but that increases the costs of personnel 2.5-5 percent, which isn't small, plus incidentals, depending on how much time these hours take. There could also be the plan of paying for some kind of staffing to organize something in those extra hours, but that likewise costs resources.

We use basmati 100%.  My surveys of local restaurants continues, it's the wife's Bday, and I have a res at Fogo de Chao up the road a bit.  She often mentioned wanting to go there.  AYCE is generally not my kind of place and I usually prefer something other than cow when dining out.  I might just do their salad bar.

Her "sister" lives in Brazil and we actually went to one in Rio when we visited.  It was much like the ones here.

Ha.  I don't know where their refuse goes in this place, it's part of a larger complex with a food court that has been amazingly popular with "kids".  The place was first built in 1968 when the area was "sketchy" and was recently majorly overhauled into what is a very nice mall and retail area.  This originally was an covered ice skating rink with some shops, it never really worked back then.  There's a lot more to it than this photo shows.  They did a nice job I think.  The food hall is under where the IPC is.  They do comedy and singing shows on weekdays, we talked about trying them out, it's a short walk for us.



A Persian restaurant is slated to open on the outside "soon".
