They aren't "loopholes", as I think of the term.  We tax INCOME.  If you have no INCOME, you have no tax.

a review of the source says that these companies used a variety of legal deductions to lower their tax liability
Many of these tax rules/laws have been put on the books by lobbyists in congress doing their thing.Gaze in wide wonder who they could have working for

Yes, and what would be the consequence of that step for municipalities?

As for companies, the most often used tax "dodge" is simply to have no taxable income, or have losses in preceding years that are carried over.  Once again, no income, no income tax.

I strongly disagree that using a loss carryforward is a tax dodge

its as much a part of tax law as anything else

why pick on municipal bonds

there are many not wealthy folks who also invest in them also

there is much more money to be made even after taxes that muni bonds that the rich can indulge in

Let's say Company "X" loses $100 million in Year One, Two, Three, and Four, and then in Year Five makes $100 million.  They won't pay income tax.  This is pretty common for new companies, startups, etc.  At times, they get bought up in part for the tax losses.

Unless we try and tax WEALTH, all this will be inherent no matter what minor changes are done to the code.  Countries in Europe have tried a wealth tax, and they learned it did not provide the revenue they had hoped, and had adverse consequences.

French economist Eric Pichet estimated the outward flow of wealth cost the French government twice as much revenue as the total ultimately yielded by the tax.

Congress has over time made some adjustments to close "loopholes".  The charitable contribution thing is stiffer now, and the larger standard deduction means it does nothing for most of us.  The SALT deduction was limited which hurts folks in high tax states.  Democrats want that gone of course.  When I first started working, I tracked how much sales tax I paid yearly, what a pain.  That was deductable.  Taxes are simpler now than they were, but still overly complex.  And folks believe billionaires have some hidden tax breaks no available to us.  They read the top line of some "news" analysis and get a highly biased take on "the wealthy".

The key, to me, is to generate tax revenue in the most efficient and fair way possible.  The US already has one of the most progressive income tax systems in the world, we barely tax the middle class as compared with Europe.  It's a simple fact that to raise more revenue, you have to tax the middle, and upper middle, there aren't enough folks making millions a year to generate that much revenue from them even if you raise the top bracket to 70% or 90%.  And then there is Hauser's "Law".

We might be better served with a consumption tax.
