no heat at 12 degrees and no ability to drive to shelter because of frozen conditions

The people who put away enough food for a couple of weeks, but then had friends/relatives that they didn't expect show up and crash, are absolutely having to drive places now hoping to buy food to survive.

Or are you talking about something else?
