I do not know if this is true so I'm not vouching for it but I was told that the reason for that is so that they could have plenty of patronage jobs for each alderman to hand out.
Don't know if it's true, but as Stephen Colbert would say, it's got a lot of truthiness to it.

O’Neill and his crew are baaaad.  That includes the replay guys too.  Player’s momentum clearly took him into the end zone. Thus, touchback and no safety.  Get ready for more crappy calls.

WOW! Husker defender hits QB causing him to alter the pass for an Int. Instead called Roughing the Passer, followed up with taunting for the same almost sack, making it the best play for Illinois all game.
