well, if the Buffalo fans didn't get called back in the day it's probably the truth

I remember games back in the 80s the ref would stand by the ball and wait for the crowd to quiet down before starting the clock
I also remember the ref going to the PA system and warning the crowd to quiet down or there would be a penalty

I do not remember a penalty ever being accessed

They stop the game and wait for the fans to be quiet.  As a fan who likes watching actual football, I imagine I'd eventually tell my neighbors to stop ringing the cowbells.  And if they didn't comply, I'd eventually shove those cowbells down their throats.

SEC hits Texas with a lofty fine and requires the program to identify those who threw objects onto the field in the loss to Georgia:

“SEC announces Texas will be assessed a financial penalty of $250,000 and also “required to use all available resources, including security, stadium and television video, to identify individuals who threw objects onto the playing field or at the opposing team.”

Refs cleared out student section in Boulder during Solichs last game.  Can't recall if a penalty was called.

I was in Kinnick in 1985 for the #1 ranked Hawks vs the #2 ranked Wolverines game

Hayden Fry took the PA microphone to ask the fans to quiet down so that Harbaugh could call signals and snap the ball
there was a warning that the refs could impose a penalty vs the Hawks crowd

a lady sitting behind me pleaded with me to sit down and be quiet so there wouldn't be a penalty

I told her not to worry, the refs wouldn't access a penalty
they did not

I was at Camp Randall in 1986 when Jimmy the Bitch (as a player) complained, and the refs actually called a penalty on the crowd. 15 yards.

Remember the opposing QB used to be able to tell the ref that the crowd was too loud, and they'd stop action and tell the crowd to be quiet.  Wild
Very good thing they removed that

I think in college, they make bands quiet down for that.

I went to a high school game this week and got to see the hilarious moment of a player turning to his own team’s band to tell them to stop playing when the offense was on the field.
