What makes you think Rutgers looks good?  Their QB play is beyond atrocious.  As in worse than Iowa.  They have a good defense that has allowed them to squeak out wins over bad Boston College and Temple teams, but I really don't know if they'll win another game.
Rutgers QB play is bad but no way is it worse than Iowa's. Iowa's QB coach is a former offensive lineman, and he has had no success in his career as an offensive coordinator, and less than no success this year as QB coach. There is no evidence success for Iowa QB play is nearing. QB play at Rutgers and Iowa is in equipoise -- a word I disdain -- but it is the word that applies here.

Rutgers coaches are actually putting their QB in spots to succeed, and he isn't.  Everything Spencer Petras is doing is in spite of his coaching

When Vedral is back, that would be a big boost to Rutgers.  But what they have now at QB is not working.
