To piggyback on that, Ohio State has the #1 best outcome from traditional program situations:  being the only P5 program in a state that populous.  
CA has 4
TX has 5 (and as many as 8 in the past)
FL has 3
PA has 2 (up to 3)
MI has 2
GA has 2 
IL has 2
NC has 4
VA has 2
NY doesn't care about football

For the state of Ohio to have 1 P5 program isn't really fair.  I'm not whining, but it is a major inherent advantage.  
Little states like MS, SC, IA, KS, OK having two harms both programs in each.  It's crazy.

OH has 11 million people.  Ignoring new england, the next most-populous state with 1 P5 program is....Missouri, with 6 million ppl.  Basically half.  

Is anyone aware of any legislation in the past of OSU blocking other programs' attempts to rise up, in-state?  If I had that kind of benefit, I'd fight tooth-and-nail to keep it.

Look at these 3 states:
Arkansas - 3.0
Mississippi - 2.9
Kansas - 2.9

This is what I'm talking about - what a huge difference between states of a smiliar size and their college football peaks!
Arkansas hasn't mattered much since joining the SEC, wining 3 West titles in 28 years.  But the Hogs had a decent history before that and lost out on the 1969 NC by 1 point.  They were good often, they were coached by Broyles and by Holtz.  They mattered.

Imagine a composite program of Kansas and KSU.  Still shitty, right?  Yeah, usually.  But sometimes, it would matter.  If Bill Snyder could have had 4-5 of Kansas' best players in the late 90s, KSU probably has a NC.  If their programs were one, they'd have snuck up and beaten UNL or OU a handful of times instead of almost never.  The Big 8 quite possibly wouldn't have been the Big 2 for all those years.

And the Mississippi schools mash-up would have mattered plenty.  Cowbells in the Grove!  Deuce McAllister on MSU's great defensive team of '99.  They'd matter...and if they didn't, they'd certainly, obviously matter more.

I guess I meant a real P5 conference.  That Big East was pillaged and compromised and Cincinnati got ridden like a pony in its big-boy bowls.  So did the other Big East champs in that era, aside from WV thumping Clemson and UL beating WF in the Orange.

UGA had 409 yards passing and 8 yards rushing.

Eight.  Not a misprint.  And that includes a couple sacks, otherwise it would be 30 something.

Alex, Indiana would like to one up Georgia in the Weird Box score category.

IU had 490 yards passing and -1 rushing.

Negative One. Not a misprint. There was 2 (-17 yards) sacks on 51 passing attempts. So I guess they had 16 rushing yards on 14 carries.

Well then according to your dumb and arbitrary criteria, no. Only one P5 school. Buy according to the NCAA, there were two quite recently.

Nevertheless the state legislature did not involve themselves.

Miami has been good, historically - top 25 in wins.  I'm surprised they didn't gradually rise up through the 70s-80s.  They had recent history to cite back then.  Maybe they just never deemed athletics a priority?

My criteria is probably arbitrary, but I'd argue the Big East only continued being treated as a BCS conference due to a contract they had signed before being plucked over.  

Calling it dumb isn't accurate.  It's sound and there is no general consensus on the matter.

Interesting, but they are not such a traditionally run oriented program as UGA and were playing catchup.  But still interesting.

So you were asking if the Ohio legislature enacted a law that prevented another school from joining a P5 Conference, not according the the NCAA criteria but instead in accordance to the criteria set forth by cfb51 poster orangeafroman?

Not pass a law, but maybe some behind-the-scenes roadblocks or something.  THanks for the continued name-calling.  You used to get a slap on the wrist for that here, but I guess you're on the right side to do it.
