NCAA Tournament by seed, 1985-2019:

What you are looking at:
First, understand that there have been 35 tournaments since they expanded the field to 64 teams in 1985.  Thus, there have been 140 of each seed (35*4=140).  

Looking across the #1 seed line:

• R64:  This is the number (out of 140) of #1 seeds that have won the 1/16 game.  It is 139 out of 140 with only UVA losing a year before they won the whole thing.  
• R32:  This is the number (out of 140) of #1 seeds that have won the 1/16 vs 8/9 game to get to the sweet 16.  It is 120 out of 140 with UVA losing the 1/16 game and another 19 #1 seeds losing the 1 vs 8/9 game.  
• S16:  This is the number of #1 seeds that have won the S16 game against 4/5/12/13 to get to the E8.  It is 97 out of 140 with one losing the 1/16 game, 19 losing the 1 vs 8/9 game, and 23 losing the 1 vs 4/5/12/13 game.  
• E8:  This is the number of #1 seeds that have won their E8 game to get to the final four.  It is 58 out of 140 with one losing the 1/16 game, 19 losing the 1 vs 8/9 game, 23 losing the 1 vs 4/5/12/13 game, and 39 losing the 1 vs 2/3/6/7/10/11/14/15 game.  
• F4:  This is the number of #1 seeds that have won the National Semi-Final to get to the National Championship Game.  it is 35 out of 140 with one losing the 1/16 game, 19 losing the 1 vs 8/9 game, 23 losing the 1 vs 4/5/12/13 game, 39 losing the 1 vs 2/3/6/7/10/11/14/15 game, and 23 losing the National Semi-Final.  
• NF:  This is the number of #1 seeds that have won the National Championship.  It is 22 out of 140 with one losing the 1/16 game, 19 losing the 1 vs 8/9 game, 23 losing the 1 vs 4/5/12/13 game, 39 losing the 1 vs 2/3/6/7/10/11/14/15 game, 23 losing the National Semi-Final, and 12 losing the National Championship Game.
