I'm going with Nebraska followed closely by Arkansas and Rutgers.

Arkansas or Tennessee insofar as P5 schools... ETSU overall.

What might ordinarily become an inflammatory thread probably won't be so, because the candidates truly are that awful (at least thus far).
Rutgers is on a new level of crap this year.
But for helmet programs, Nebraska and Tennessee are putrid.  

Don't sleep on UCLA, though.  And Florida State as well.

Without much doubt... Rutgers. I wish the B1G could tell Rutgers it was only kidding and make them go away.

Of P5 teams, Rutgers shows up as weak.
