I votes Scholarship limits primarily because I think that they help to keep the field somewhat level by preventing the major helmets from simply stockpiling all the prospects whereas academic ineligibility impacts all schools pretty much equally.  It does have an impact on the sport to be sure, but that impact is somewhat uniform.
