Title: Whoa Nellie Card- Which one to use?

I play a whoa nellie card when doubles is rolled on the identical 2d10, right?  How do I know which one to play?  Is there a limit to the amount of WNC that can be played in a game?

You don't need the actual card, just follow the rule.
