Keith Duncan was 9/11 in 2016, then lost his job. Keith Duncan led the NCAA in kicking with 29 / 34 FGs in 2019, tying for 1st with a Kent St. kicker who had identical stats, for most made field goals per game with 2.23. Clicking at 84.4% for his career in kicking FGs, Duncan has one more year of eligibility. Duncan averaged 19 FGs per his two-year scoring career.
Mike Meyer was 45 / 58 for a 77.6% clip for his 3-year career scoring. Meyer averaged 15 FGs per his 3-year scoring career.
Duncan was lucky in that Iowa couldn't score TDs reliably in 2019, but Iowa did reliably score because they had Duncan. Duncan is the man. Duncan probably will not get his final season due to COVID-19.

The importance of a kicker cannot be understated.

Should definitely be Duncan. I love Mike Meyer, who was steady throughout his career but Duncan is the better kicker and will have the better career if the season is played; understanding that that season would not figure into this voting).
