"The panel also approved a pace-of-play guideline for instant replay officials to complete video reviews in less than two minutes. Reviews that are exceptionally complicated or involve end-of-game issues should be completed as efficiently as possible without a stated time limit."

Yeah, and every family plans to leave for X by 9:00 am, no matter what.     Everybody's got a plan...

Why not just make it so that at 1:30, the replay is over and the existing call is it?  If you can't reverse a call in 90 seconds, then it's not obvious enough to reverse.

I would go with 90 seconds and allow further time to reset the clock, down, and yardline for LOS.  Maybe in the last 2 minutes of the game they get 2 minutes or whatever.
