Yeah, and every family plans to leave for X by 9:00 am, no matter what.     Everybody's got a plan...

Why not just make it so that at 1:30, the replay is over and the existing call is it?  If you can't reverse a call in 90 seconds, then it's not obvious enough to reverse.

I would go with 90 seconds and allow further time to reset the clock, down, and yardline for LOS.  Maybe in the last 2 minutes of the game they get 2 minutes or whatever.
