Teams listed alphabetically. Since they had already played and the outcome was the same in Indy, I'm fine with you ignoring the B10 CG. I don't think it needs to come into play here. If you think it does, then by all means include it in your decision.

Musings:
Minny has the fewest 'plus' wins.
Wisconsin has the most plus wins (because none of them are Indiana).
Penn State is the only one that didn't get blown out.
Wisconsin has the worst loss, by record.
UW beat Minn, Minn beat PSU, PSU didn't play UW

I like PSU's and UW's chances more than I like Minnie's. Minnie proved a pretender, in November, when it counts. I don't trust them.

I just meant for better or worse, whether a team struggled to the finish or was "hot" - that extended time off may negate it either way.
Finishing with 3 ranked opponents out of 4 may have just been a unqiue scheduling issue for the Gophers, and not revealing at all.

Bowl prep is a whole different animal. It's about balance - getting the starters ready while getting the young guys reps.
UW and PSU coaches have experience with this stuff.
UW also has a pretty smart guy sitting upstairs. He knows about winning bowl games, and how to prepare. PC has bought into that same system (BB did not), and it shows in the records.

Penn St and Wisconsin is a coin flip for me. Minnesota is hard to put over UW since they lost head to head and more losses within the West Division. So, I’ll go with Wisconsin. They won their division and played for the CCG.

who is the opponent? Oregon? need the matchup to decide what Big Ten team would have the better chance to win
what Big Ten team will put the most butts in the seats? Gophers?
What Big Ten Team turns on the most TVs? Penn St.?

The Rose committee doesn't care about TV. Everyone watches it, because it's the Rose Bowl.
There is little doubt the Gophers would bring fans. UW or PSU would do that too. So will Oregon.

Maybe. We’ll see. I remember a few years thinking Wisconsin over TCU was the lock of the bowl season due to the size differential in the trenches. I think Utah had a pretty big size advantage in the trenches too.

Aw but... Those TCU guys are made of smoked meats and fried chicken, instead of Soy infused Kale.
Utah is a steak n spuds sorta place, but they mine most of their linemen from the islands, where they maintain a steady died of aquatic critters.

No, not necessarily. It was my tiebreaker between two teams that finished the regular season with two conference losses and had similar resumes.

It's tough.
I think Minnesota is out. Not the top team in the West, despite equal record to Wisconsin. But Wisconsin had to play OSU, and Minnesota didn't. IMHO Wisconsin's win over Michigan is roughly equal to Minnesota's win over PSU, but Wisconsin has H2H over Minnesota.
That gives you PSU and Wisconsin. Wisconsin IMHO has the worse loss, losing to Illinois while PSU lost to Minnesota. But I think both team are worthy.
For me it's a coin flip.
So I'd go Wisconsin. I trust their monstrous OL to beat the skinny fast kids from Oregon in Lawry's Beef Bowl, and that's something.

I'm not going to complain if PSU gets the Rose Bowl invite. Minnie is not even up for consideration here. Too far back in the rankings to even be worth talking about.
What I don't want to see is UW banished to the Cotton Bowl again. Been there, done that. Beat the undefeated Rowboats of Western Michigan. That's enough for me. Let Mr. Rowboat take that bid. It's perfect for him. Maybe he could win it this time.
Give me an SEC team in the Citrus and I'm good.

UVA did not lose my "a million points". Staying within a million of Clemson is a good night's work in the ACC.

I remember that well. It was before TCU was in the Big 12, and I was rooting hard for Wisconsin to put the Toads in their place. It seemed like the Badgers came out with a game plan designed to play right into TCU's strengths and neutralize their own.

Sometimes you wonder what gets in coaches' minds. They get too clever for their own good and end up losing games they woulda/coulda/shoulda won.

UW should have rolled in that game. Scott Tolzein was a great college QB. Johnny Clay, James White and Montee Ball. Lance Kendricks. Nick Toon. JJ Watt. Beau Allen. NFL OLine. Chris Borland. Mike Taylor.
No excuse to lose that game.
