I forgot who I was debating this with a couple of years ago, but I argued that the rest of FL was 'better' than a Dade/Broward combo.
I came across a site listing players and where they're from, so I though I'd post a roster of each.
This is in regards to college football, if I'm not mistaken.

There's some great football in South Florida but it's really slimy too. I'd rather my school not recruit that area at all.
