One team will finally get a good win
-
(11) SMU (+8.5) at (6) Penn State -- Saturday, Dec. 21 (Noon ET): The Mustangs and Nittany Lions both make their debuts in the College Football Playoff with a cold game at Beaver Stadium. The programs have played twice with one Penn State win and a tie. The story will be the exciting young quarterbacks -- Kevin Jennings (https://www.cbssports.com/college-football/players/28915317/kevin-jennings/) (SMU) and Drew Allar (https://www.cbssports.com/college-football/players/28876938/drew-allar/) (Penn State) -- who transformed their programs into serious conference contenders. Penn State will be the best defense SMU has played by far.

If a team with no good wins beats another similar team, is it a good win?

It is. Penn State may not have any good wins but they hung with both Oregon and Ohio State so it isn't like they are a truly bad team. Similar deal with SMU. They are an 11-2 team. Beating them is a good win, not a great win, but a good win.
