I feel like the way to sort of make this work, is to make it a true minor league.  Link each team to an NFL franchise, or maybe 2 or 4 teams share a minor league team.  Then play it in the spring, and play all the games in one location, Indianapolis or Atlanta or whatever, and put it on tv, put it on NFL Network or something.  You are never going to get people to care about their "local" team, with any of these start ups.  Certainly not to the point that your league is going to succeed at the gate.  So build it off established fan ships, and our thirst for football to make us try to care about a Packers or a Patriots minor league game in April, by putting it on tv.  I would bet NFL fans would watch "minor league" NFL football, but fans aren't going to go to these games in any sort of large numbers.  You could save in travel and stadium upkeep and what not by just putting it in one stadium all the time and making it a tv product, not an in person product (although you could go if you wanted to)
