Well that's exactly what it is now, it's just that the qualifiers are intra-federation and not inter-federation.

And honestly I'm not sure the EPL and other professional leagues would be interested in taking longer international breaks than they already do, if you turned the qualifiers into inter-continental events.

And if the pro leagues and pro teams don't release their best players, then all qualifiers would be more like C-squads.  Which I don't think would be all that fun to watch regardless.
I mean, yes, but it's not really presented that way.

I think it could be done with fewer international windows, if you did one international window in the summer and got rid of the others.  You'd lose the Euros, but aside from that, I could live without the Gold Cup etc...

UEFA makes a ton of money off the Euros, and they're strongly considering breaking away from FIFA right now as it is.  I don't see any way they'd agree to that.

Plus I like the Euros.  It's like the World Cup but without all of the scrub teams from the Americas and Asia and Africa. :57:
