2035 is the target for most. I just can't see that happening.
Also, what do you do about people who live in two places? Lots of people I know spend 6 or more months here and then go elsewhere for the rest of the year. If they have a gasser, would they be allowed to drive in New Jersey? Will there be gas stations still?
Most of these restrictions ban the sale of
new gas vehicles in the state, past a certain date. The idea is a gradual phaseout because eventually those gassers will become too old to maintain and find their way to the junkyard.
I've not seen one that bans them from the road. You can still drive your gasser. You can still sell/buy a used gasser. As long as there are enough gassers around to justify a gas station as a viable/profitable business, gas stations will still be there (although over time, they might become harder and harder to find).
I believe states like CA already have restrictions on registering vehicles from out of state below a certain mileage--7500 miles--unless they're "50 state emissions" versions. This is to make sure people don't circumvent CA environmental restrictions by buying a new vehicle elsewhere. I haven't looked into it, but my guess will be that the gas car sale bans will have identical wording, such that you can't cross the border into NV or AZ, buy a gasser, drive it right back to CA and register it after the EV ban takes effect. But if you're moving into CA from elsewhere and own a 50K mile gasser, you can still register it.
