It's a little ridiculous that there is no real good system to move water across the country other than the natural rivers and a few man made canals.  We have pipelines to bring oil from Canada to the USGC, but nothing to send water around the country. 

I realize it would require a very large pipeline, magnitudes of order larger than any oil pipeline to move any meaningful water, but we could do something.  

The late oil tycoon T. Boone Pickens attempted to create a massive water pipeline project to pump groundwater from the Ogallala Aquifer in the Texas Panhandle to major Texas cities. 

Pickens' company, Mesa Water, bought rights to over 211,000 acres in Roberts County and surrounding areas, planning to build a 250- to 328-mile pipeline.Pickens envisioned selling up to 65 billion gallons annually to thirsty municipalities like Dallas, San Antonio, and El Paso, often citing water as the "new oil". However, the ambitious downstate pipeline project ultimately collapsed and was indefinitely suspended in 2008 due to an inability to secure municipal buyers and pushback against eminent domain efforts.

In 2011, Pickens pivoted and sold $103 million worth of his Roberts County water rights to regional neighbors, specifically the Canadian River Municipal Water Authority (CRMWA) and the city of Amarillo, to secure municipal water supplies

Can't ever have too much rain in central Texas, there's just no such thing.  But this thing won't make it here.  They never do.
