Where is there a suitable stadium for a bowl game?
This is all they know:

The inaugural Puerto Rico Bowl is scheduled to be played in San Juan, Puerto Rico, starting in the 2026 college football season, marking the first-ever American college football bowl game held on the island.

Specific stadium details for the 2026 game have not yet been officially announced.

Hiram Bithorn Stadium (Spanish: Estadio Hiram Bithorn), popularly known as the Bithorn, is the largest multi-purpose baseball stadium in Puerto Rico since opening in 1962. Located in the Hato Rey business center of San Juan, the capital municipality of the archipelago and island, the stadium is named after the first Puerto Rican to play in Major League Baseball, pitcher Hiram Bithorn, who debuted with the Chicago Cubs in 1942. It has a capacity of at least 19,125 spectators for baseball games[2] and 35,000 spectators for concerts,[3] making it the seventh biggest in the insular Caribbean, after six stadiums in Cuba

I guess another option is there are some soccer-specific stadiums in the San Juan area.

The Juan Ramón Loubriel Stadium in Bayamón is generally considered the largest premier soccer-specific stadium in Puerto Rico, featuring a capacity of approximately 22,000 to 24,000 spectators. Known as "La Island,"  It is often preferred for international matches over multi-purpose venues.

I have no idea if it could be used for a college football bowl games, but most soccer stadiums usually can.

Law 1:
the length of the field must be no less than 100 yds, no more than 130 yds;
the width of the field must be no less than 50 yds, no more than 100 yds.

A typical pro field is 115 x 75.

This is why high school football fields work. You use as much of the end zone as you can while fitting the goal in front of the football goalposts, and you use as much of the width as possible (because 50 yards is a really narrow soccer pitch). Often it isn't much additional width, but ordinarily you can get a few yards out of it before you run into the track that is normally there.
