The short answer is I don't know. The longer one is that most Californians traveling east to Nevada will take an interstate: either 80 (to Reno) or 15 (to Las Vegas). Arguably Stateline and Incline Village in east Lake Tahoe could count. Plenty of Californians take in the Nevada lifestyle there.

Yeah, Stateline might fit the bill. 

The ones in eastern NV are really devoted to their border status. Wendover and Jackpot are Mountain Time, while the rest of the state is Pacific. Mesquite's dance club identifies itself as being the best one in southern Utah.  

They are all about the same though. A few large casinos, a golf course or three, a weed store, and booze everywhere.

We mused about retiring in Nevada somewhere.  We didn't like the notion of living in LV, somewhere around Reno might have been OKish, maybe, more so for me than my wife.  I thought about Carson City but never have been there.

 I bet you could find a nice place in Moapa pretty cheap, since Lake Mead's shoreline has receded out of town.

Boulder even has an 18-hole muni golf course

Laughlin would be another to investigate. Right on Lake Mohave, near Bullhead City, AZ; just south of Boulder City.

Alright, digging into it a little more, Stateline is definitely the one for Northern California, and Primm is the one for SoCal.
