As I recall, Burrow was not that heralded at start of the season.  Something obviously clicked for him.  

That was a season for the ages, at least for a couple of years.

Correct.  Burrow was pretty average his junior year, so the Buckeyes made the right call to go with Haskins for that year.  Haskins did even better than expected and went pro, while Joe improved a lot between his junior and senior years.  The Buckeyes got Fields anyways, so I think it worked out well for all parties.

Burrow broke his thumb so he didn't see hardly and snaps.In 2016 he was 22-28 with a 169 QB rating
