I wouldn't lump them in together.  One could pass and most of his runs were called runs.

The other was great at scrambling. 

We have a deluge of great scramblers playing QB who don't know how to play QB.

After recovering an unlikely onside kick, Tennessee couldn’t even get sorted out enough to get into FG range for the tie -  not even with a bad Face Mask penalty against Texas. Vols deserve to lose at the end.

I don't think it's VY. 

I think it's a rational strategy by HS and college coaches to win games. 

In HS, you used to put your best athlete on the field at RB or WR. Now you put them at QB. Why develop a pass-first QB when you've already got a guy who can maybe throw a bit but can win you games with his legs? So you put your athlete at QB. 

In college, you recruit what you have available. You may want that ultra-elite passing QB who can translate their HS success to the faster and more difficult level of CFB, but they're rare. And in the world of the transfer portal and NIL, you may not have time to develop that QB because if you don't start him day 1 he'll transfer. And if you start him day 1, he might be shell-shocked and fail. So you go the easy route and get an athlete. 

You can go the other route. Get yourself a player with all the physical tools of an elite passer, and the pedigree. And then you end up with an Arch Manning who seems to have trouble processing at the speed necessary for high-level CFB QB play. And you've invested a couple of years in a guy who just might not be "the guy". 

The QBs you want to see don't grow on trees. They're a scarce resource. So coaches recruit/play whoever they think give them the best chance to win games.

For all the talk of Underwood developing, there were several strong signs of progress on his part.

1) Moving the pocket very well
2) Going from his first to second progression to complete to pass several times for a first down
3) Throwing the ball to Marsh where only Marsh can catch it
