Probably a smart play, though. This person had bad intentions, plenty of time to plan and explosives. 

Give them some time to look around and see if anything else is there

I think that's their biggest concern, the possibility of a continued threat

Yes. They are saying they highly doubt he acted alone and they have found other explosive devices outside of the truck and other nearby locations.

Yes.  An American citizen from Texas. Served in the military at some point.  Was in a rented truck and had an Isis flag on the trailer hitch
