I rarely watch one, and then only for a minute usually when my wife has one on.  Every time I've seen any of them they all finish in the very last second.  I'm sure there are a few exceptions, but it looks entirely contrived to me.

Fixed.  Etc.  East German judges.

yup, many times they "finish" right on time, but would take a few more minutes if there wasn't a time limit

IMHO on shows like Chopped and Beat Bobby Flay, that may often just be creative editing. Done to make it appear it came down to the wire.

I.e. you show a chef working and then cut to the clock showing 45 seconds left, when the chef was actually doing that step with 3 minutes remaining.

Maybe so, but they make a big deal out of counting down the seconds and showing a very stressed chef who magically backs away at the very last second.  At any rate, to me, it looks contrived, whether edited or just completely faked.

Then as I noted the judges get one dish to rate, and take a small bite of some portion of it, then pontificate, then the second dish comes in, not hot by now, then a third comes in some cases.  You can't rate food items that way effectively.  They should be equally fresh.  But, it's entertainment.  I guess.  Every show seems the same, to me, no matter the title.

They do a lot of second-guessing and refining with any time they have left, which is why it always seems to be last-minute. This has been explained to me. Richard Mancini comes to mind. 

He's been on several competitions over the years. He's also worked as the top chef of many fine restaurants around the country. I like him but I'm told he's a bitch to work for and much like Jim Harbaugh, he wears out his welcome.

There are a few places he's worked for so little time, he doesn't even bother putting them on his resume.

A one hour episode of Iron Chef America takes 10-15 hours to shoot.

They prepare the 5 dishes in under one hour and then prepare the same dishes for the judges to eat, over the course of the rest of the day. It's a long day and it starts early.

Ya those shows remind me of the Old Bull & the Young Bull on a hill overlooking the heard.Young Bull's bouncing around and tell's the Old Bull "hey lets run down there and mount one of those heifers". The Old Bull states "let's walk down there and mont them all".Same thing with eating what's the rush? Take in the dining experience in your old sweet time. It's a rare breed of cat that can toss down a dagwood over the sink drain then dash out the door for happy hour
