Oregon would have to win at least 1 national championship to get to the next level I believe. Right now, I would rank Oregon just slightly higher than Wisconsin and Mich St but below Penn St, Nebraska and Washington
Washington deserves mention having wion a national championship in 1991 and more recently made the 4-team playoff twice, and the NCG just 1 year ago. I would put Wash above Oregon but below Neb, PSU and USC.
Wisconsin had an impressive run making 6 Rose Bowls and 6 Big Ten championships from 1993 to 2012, but never won a national championship. Wisc more recently dominated the Big Ten West, winning it 4 times from 2014 to 2019. I would put Wisc below Oregon but above MSU.
Mich St had some great teams in 2013 and 2015, winning the Big Ten, making the 4-team CFP in 2015 and would have made a hypothetical 4-team CFP in 2013. MSU also has some old history from the 1960's worth mentioning. I would put MSU below Wisc but above Iowa.
Iowa has 5 top 10 finishes under Kirk Ferentz and 2 Big Ten co-champuonships. Iowa won the Big Ten 3 times under Hayden Fry. Iowa was a national power in the 1950's, winning 1 national championship in 1958. More recently Iowa won the Big Ten West 3 times from 2015 to 2023. Iowa also has won at least 8 games each year from 2015 to 2024. I would put Iowa below MSU but above Minnesota.
Don't know much about UCLA but they seemed to go to the Rose Bowl a lot back in the day. Not so much recently.
Minnesota has a strong history prior to 1961, winning multiple national championships, but has not done much since then. Much of its glory has faded but it's old history keeps it ranked higher than others.
Northwestern and Purdue have some recent history winning the Big Ten West and also each won the Big Ten in the 90's and 2000. Purdue also famous for cranking out some good NFL QB's
Illinois is typically awful but managed to win the Big Ten about every 10 years. Strangely Illinois never won the Big Ten West.
Indiana despite a hood year in 2024, probably sits at the bottom
Rutgers does have the prestige of playing in the first college football game ever, but was playing G5 level football as recently as the 1970's
Don't know much about MD, which is probably not a good sign. I think they won the ACC every now and then.
I will post my prestige rankIngs next.
