This is who I was thinking of, but I had to figure out her name.  
She wasn't quite 40, but it was 11 years after Wayne's World, so obviously well past her prime.

Christina Aguilera has strong ties to Pennsylvania, particularly the Pittsburgh area (Wexford, Rochester), where she grew up after her military family moved there, developing her early talent in local shows and famously singing the National Anthem for the Steelers and Penguins before her Mickey Mouse Club fame and pop stardom, often calling Pittsburgh home despite being born in NYC.
