In 1916, there was a proposed Amendment to the U.S. Constitution that would put all acts of war to a national vote. Anyone voting "yes" would have to register as a volunteer for service in the army.

A problem is that "war" is not well defined, often as not.  We in the US have this "War Powers Act" that gets ignored because something gets labeled a "conflict" or "police action" etc.

And Congress routinely won't enforce their own legislation.  The US has technically been in only five "wars" but innumerable conflicts.  And a country also does need the ability to respond quickly to some incidents.

The Blohm & Voss P 170 was a German World War II-era fast bomber concept designed for high-speed, long-range missions. Its most distinctive feature was its unorthodox layout with three engines—two mounted on outboard nacelles and one in the nose—providing excellent thrust and speed. The design emphasized a streamlined fuselage and straight wings for improved performance. Though promising on paper, the P 170 never progressed beyond the drawing board.

The act of having a declared war these days seems pointless and irrelevant.  All sorts of bad conflicts have happened with no "declared war".  In Europe, it was a big thing to first have a mobilization, which is a kind of prewar declaration, then an official declaration of war.  Past tense.

India won't declare war on Pakistan (I hope), but they likely are to have some level of conflict going forward.

IMHO, the most underutilized aircraft design of WWII, one that could have made a significant difference if pursued aggressively is the twin-engine push-pull fighter.  

Twin engine fighters could be very fast.  For example the P38 which was operational before US entry into the war had a top speed of more than 400 MPH which was good even by 1945 standards.  

One of the major limitations of machines like the P38 was that the twin engines were mounted in nacelles which meant three tubular structures adding to drag.  

The Dornier Do 335 got around this problem by using a conventional layout but putting an extra engine in the tail.  This aircraft had a top speed of nearly 500 MPH.  For comparison the Do 335 was about 35MPH faster than a P51 and about 30MPH faster even than the Corsair.  

The Do 335 had not appreciable impact on the war largely because the Germans were only able to build a few dozen of them before the war ended.

80 years ago today WWII in Europe ended.  

Hitler had killed himself a week earlier but Goebbels wouldn't surrender either.  After Goebbels' suicide, Berlin surrendered but some Germans units were still fighting (mostly against the Soviets) and there were attempts by some Germans to surrender to the Western Allies only but these were summarily rebuffed with each ally demanding full, unconditional surrender to all of the allies.  That finally happened on May 8, 1945.
