Chip Kelly WAS a good coach at Oregon, but the college version 2.0 of him is not for a few reasons:

His offense is longer innovative or unique, most every DC in the nation sees a variant of what he used to run at Oregon on a semi regular basis or has tons of tape and info on how to prepare for it.

Yes, he had advantages recruiting at Oregon but he still knew exactly what type of players to target for his scheme and typically developed them well enough. At UCLA because of his stubbornness in not hiring assistants he doesn't have much of a prior relationship with, he doesn't have any solid recruiters on his staff which is why UCLA hasn't been tearing it up on the recruiting trail. He'll still get a couple big fish here and there but he'll never build a roster like he had at Oregon.
I thought I settled my debts that night on the ride home
But I have still got hell to pay

Chip was a great coach. I think going to the NFL and failing so badly there shattered his confidence. It happens. People who were once great can fall off into mediocrity. He lost his momentum, he lost his edge, and as others have said the rest of CFB has caught up to his once innovative offensive schemes. He hasn’t evolved his scheme and all the DC’s in the sport have caught up to him. It happens. The truly great coaches continuously evolve in order to stay great. Chip just hasn’t evolved.

His biggest gaffe was taking the Bruin job right before the Oregon job came open.
