One way you could look at it, is, Austin couldn't hold onto its previous team, which is why there's an "Austin's Past" portion at all. ;)
Honestly, like I said before, I'd be very surprised if the Austin City Council managed to get a deal done with Precourt and have the Crew move here.  They have trouble getting out of their own way even under the best, easiest, most sure-fire circumstances.

The site and most amendments are approved but the contracts aren't signed, still plenty of time for the City of Austin to screw it all up.

Maybe I understand it wrong, they did both yesterday.
They voted to approve the building the stadium, and then 30 minutes later they voted to "execute" the signing of the contract. (w/o actually signing a contract, but the city council part of the process is over.)
"I hope that you are a good and faithful partner to this city of Austin, in ways that you were not in Columbus," Council member @LesliePoolATX says to team owner @APrecourt after vote to move forward with #MLS stadium deal

They voted to execute.  Only the high level items in the contract were approved.  The contracts are going to be very complex (overly complex, since it's the City of Austin) and won't be signed for some time.  The legal teams have only just begun.

Plenty of ways for it to go sideways before it's done.  Not the least of which are the lawsuits still underway from the city of Columbus.

Rumors starting to circulate that Precourt has asked his Columbus employees to start packing.

Mass hysteria, and request for an immediate injunction to placed on the Crew by the Court trying the case.

Is Chicago attendance lacking or something? 

San Antonio's a good sports town, so I bet they'd support it, but seems like Chicago would be  more desirable for most purposes.

It's a parody. Dallas and Houston are both in the bottom 1/3 for attendance.
Precourt has entered into negotiations to play at 11k Dell Field in Round Rock for the next 3 years. 
PSV never contacted UT to see if they could play at their 20k soccer specific stadium.
