I think we can all agree that something needs to be done on this targeting issue.

Only an idiot, someone who's never played, or a Homer like Griese, would think it was intentional.

Even accidental hits can by the rule book be targeting penalties. So intent isn't a big factor. "Intent" should a bigger factor if he's getting social media gruff, but that's separate.
