Big Ten commissioner Kevin Warren will speak with "stakeholders" within the conference to discuss the current requirements for teams to be eligible for the championship game set for Dec. 19. The minimum threshold of six games has all-but eliminated Wisconsin and No. 4 Ohio State (5-0) from contention, but discussions about tiebreakers and scheduling are scheduled to begin this afternoon.

"Again, one of the things I've said since Day 1 is we're operating in unprecedented times," Warren said. "No one has ever played collegiate sports in the middle of a pandemic, so we need to make sure we remain fluid and that we do remain nimble during these times.

If the #7 Bearcats really want a shot at the 4-team playoff, here's their chance
The Big Ten could get off the non-con thing by stating this is an in-state team and have them pick up Big Ten testing and COVID protocol this afternoon
Again, it's the bearcats who have suspended games/activities because of covid. (Ie cincinnati can't play anyone.)

I think Ohio State rematching Indiana in Bloomington makes the most sense.  Would need Purdue to cancel their game tomorrow though for it to be a possibility.
So if OSU and Indy play again, and this time Indiana wins,  then who is the division champion?

What happens if IU has an outbreak and can't play on Dec 19?  I don't think we've discussed that one.
At that point they would HAVE to modify the six game threshold because, assuming the Buckeyes are stuck at five, the best available eligible team would be either:
  • 3-4 MSU (if they beat PSU), or
  • 3-5 PSU (if they beat MSU), or
  • 3-5 Rutgers (if they beat UMD).  
To avoid putting a sub .500 team in the CG, they would HAVE to drop the six game minimum to allow the 5-0 Buckeyes in.

Really? They didn't play collegiate sports from 1918-1920 or so?

Fuuuck that hypocritical prick. He defines 'fluid and nimble' as canceling the season, refusing to meet concerned parties or addressing legitimate concerns until lawsuits started popping up.

Here are the rules, link.  

In the scenario you laid out, IU would have a better winning percentage at 7-1 (.875) while tOSU would be at 5-1 (.833) but the rules stipulate that in the event of unbalanced schedules:

"If two (or more) teams have the same number of conference losses but a different number of conference wins, head-to-head results will take precedence over winning percentage, so long as the two (or more) teams meet the minimum number of games language noted above."  

Ok, both IU and tOSU would meet the minimum number of games and they would have the same number of conference losses so H2H trumps winning percentage but that doesn't help because they would be 1-1 against each other.  

It appears that the conference did not contemplate two teams playing twice because the next rule covers the situation where there is no H2H because the game between the two was cancelled:

"If the game was cancelled between two teams with the same winning percentage in all conference games or the same number of conference losses but a different number of conference wins, move to tiebreaker for two teams below."  

It wouldn't be unreasonable to read that to also cover a double-game where H2H was not able to break the tie.  So the two team tiebreaker is as follows:
  • H2H - doesn't help
  • Divisional winning percentage but with the same "same # of losses" language as above - doesn't help
  • Record against the next best team(s) in the division, then the next, then the next, etc.  This also stipulates that you skip teams that one or both didn't play so this doesn't help because both IU and tOSU would be 1-0 against each divisional team that they did play.  
  • Winning percentage against all common conference opponents.  This doesn't help because it would be 1.000 for both IU and tOSU.  
  • Best cumulative record of non-divisional opponents.  IU's would be Wisconsin only and tOSU's would be UNL only.  Currently UW is 2-2 with a scheduled game against Iowa while UNL is 2-4 with a scheduled game against MN.  IU would win on this UNLESS UW lost to Iowa AND UNL beat MN.  If that happened then UW would be 2-3 (.400) and UNL would be 3-4 (.4286).  This one would be decisive because there is no way for it to end up as a tie.  IF it did go beyond that:
  • Record against the best team in the other division, then the next, etc.  Since IU and tOSU would have only played one B1G-W team each, this step is effectively identical to #5.  
  • Overall record:  Irrelevant this year since there are no OOC games.  
  • Random draw

It would be IU, having the higher conference winning percentage.
See my post above.  It might be IU but not based on winning percentage.  That is explicitly excluded by the existing rules and it would ultimately be decided by tiebreaker #5, record of non-divisional opponents (in this case opponent since tOSU and IU would only have one each).
