and my point proven.  Which is why government agencies need to be reviewed (Audited) at all levels. Just because it happens at every layer doesn't make it acceptable.

I worked for a large company and the same things happened there as well.  As the end of the fiscal approached, we were often instructed to go spend on "stuff", either capital items or expense depending on which budget had monies left in it.  If "we" didn't spend up to the budget, it was cut the next year, and managers didn't want that to happen.  One year I recall the section manager ordered a rotovap for everyone in the section at about $900 per (x 15).  We all had them in our labs that worked just fine and didn't need any more.  And they are bulky items.  I think the term was "zero based budgeting", and it encouraged wild spending at times.

it's simply just laziness, but at companies that large it would take a vast amount of work
probably a better ROI than many things large companies spent time  on

Yeah, my point is that waste tends to increase with size in all cases.  I don't know a way around it.

We once had meetings to brainstorm ways to be more efficient, companywide.  The most common output by far was ... having fewer meetings.  That effort disappeared without comment after a couple months of useless meetings.

I had fun at them sitting through without saying a word.  Our group at the time was a bunch of youngsters full of vigor anxious to show off their insights into saving money, it was hilarious.  The manager dutifully wrote them all down and made a list, and once looked aside at me after the meeting with a small grin.  I think he appreciated that I stayed silent.

Didn't say that. They have contracts with the Federal Government, and they execute those contracts.

And they do it at about 10% of what Nasa can do it for.

yup, some of my poor rich dirt farmer buddies in my neighborhood don't have a contract, but receive significant subsidies from the government.  Yes, family farmers organized as a corporation

I've been told, the ethanol companies do NOT receive subsidies any longer.

It's been said that the Green New Deal handed taxpayer money to many firms hoping to boost solar and wind power.

Corporations spending taxpayer money.

The Pentagon got audited, I read somewhere.  Sort of.

Folks want to audit the Fed which amuses me a lot.  The Fed can make money from nothing, and do, often.  How can they be audited?  "Oh, are we short a trillion in that account?  Here it is."
