As I understand it, Congress allocated monies for COVID and immigrants and that money is not fungible.  I think that spending is absurd, by and large, but those pots of money can't legally be diverted to hurricane relief.

FEMA monies were diverted to Covid and Migrants.

What I have read, which admitedly might be disinformation, is that Congress allocated the monies to migrants and COVID back when, and the money cannot be diverted, nor can disaster relief funds be diverted to COVID and migrants.

If the potentates actually diverted money appropriated for X and used it for Y they committed a crime.

When I see "facts" from numerous sources, I lean to thinking they are probably correct.

I can understand why FEMA would have spent money on COVID in 2021 and some in 2022, but hardly that much today.  The cite below might be credible.  (I don't find much Trump says credible in comparison.)

One thing quite clear, FEMA has "evolved" from being focussed on disaster relief to being a kind of "pot of money" for Congress to allocate to all sorts of things.

Speaking of Israel, they have been cagey about what the intend to do in response to the Iranian missile attack.  One possibility is use of submarines, they have five.  They apparently have gotten them into the Indian Ocean in the past (through the Suez I surmise).  They could use them to cause significant problems with Iranian shipping.  And then pretend they were not responsible.

There's one particular port, opposite a small island, that would cripple Iran's economy if destroyed.  It's not tricky.  

Drop a bunch of Russian leaflets before erasing it from the planet.  And Chinese takeout menus.

Kharg Island?  It certainly is critical for their oil shipments, and has been largely vacated of late.
