I scanned the text, quickly, it's replete with the usual lofty sounding burfle.  Maybe it's not the speech on zoning, the word isn't mentioned apparently.

Somewhere around 1990, we had an OSHA inspector show up at our place.  He seemed like a pretty decent sort, I got tabbed to "deal with him".  It turned out the buried in pages and pages of the CFR was a requirement to have a written "Chemical Hygeine Plan".  We didn't have one, our regulatory folks had never heard of such a requirement, but it was there, and we got fined.

I then got assigned to write one, so I had to read the CFR to figure out what was required.  Obscure is not even close to describing the regs.  I checked what other companies did and found on line a kind of boiler plate CHP that was ... stupid and pointless, other than checking the box.  I wanted to do better, I was still motivated back then thinking I could improve things. The plan I wrote is still being used so far as I know, broadly, I doubt anyone decided to change it, that would require effort.

So, we had the plan, in writing.  Did it mean anything substantive?  Not really.  Life went on as before, we had a few more safety checks at times, then that also went away.  You don't really have to DO anything, you just have to show you have a written plan, filed away, for when OSHA shows up.

In my job, I had occasion to visit other facilities, a few large companies, and some very small operations.  I recall visiting one of the latter in California, maybe 40 employees.  They had these huge California Prop 65 plackards everywhere, literally.

I asked the president about them and he shook his head "We use ethanol, Prop 65 classified it as a probable carcinogen."  I asked him about having a CHP and he had never heard of them, was mildly curious, not really though.  I suggested they throw something together in case OSHA showed up. 

One can write all sorts of gibberish in the CFR and much of the time - MOST of the time - it just gets ignored.  Smaller companies and towns don't have anything like the resources to check what new reg came down from DC, so they don't bother.

I'd guess a HELLUVA lot more fat could be trimmed on the academic side of the University

Or maybe this solved the problem 9 years ago?  Great.  Or not, as any number of smaller towns around the country never had the inclination nor assets to read some 377 page regulation and probably didn't know it existed to be read.

Under a sweeping new federal housing mandate, the Obama administration threatens to withhold funding for cities and counties that fail to remove local zoning laws and other potentially "discriminatory barriers" that restrict low-income housing in wealthy neighborhoods.
More than 1,200 municipalities will be impacted by the highly contested rule, which the Housing and Urban Development Department put into effect Wednesday.
The agency seeks to combat discrimination in affluent suburban areas, while also desegregating poor urban areas where it says too many minorities lack access to good schools and jobs.


The massive 377-page regulation requires local authorities to take "meaningful actions" to diversify neighborhoods. Municipalities that don't comply risk losing millions in federal grant money. Some could face federal housing-bias probes.

White suburbanites are not the only ones upset. Middle-class African-Americans in Chatham, Ill., for example, have complained that violent crime has moved in with tenants from Chicago projects. Black professionals there say they now hear frequent gunfire, and blame Section 8 renters involved in drugs and gangs for increased violence.

one wonders if Obama is down for the mandate of low income housing in Martha's Vineyard? Or Kalorama, the exclusive wealthy neighborhood in DC where he has an $8+ million mansion. Or near his 3+ acre compound on the beach in Hawaii in the town of Waimanalo- a home in which he got a special exemption from the county by the way to spend $3 million expanding and renovating a sea wall.

Bet he wouldn't be down.

My OSHA story:
About 30 years ago I had a PT job in a photo lab.  OSHA came in and cited the lab for not having what was in the bottle and "Do not drink" written on literally EVERY bottle of anything not drinkable.  Since I was a kid with a low hourly rate I got tasked with writing "Do not drink" about 1,000 times on masking tape and sticking it on basically everything in the place.  

Immediately after giving me this assignment, my boss had to leave for a few minutes so I:
  • Wrote "Water, drink" on a piece of masking tape that I then stuck to the 5 gal water bottle on the water cooler, then
  • Wrote "Everything else, no" on another piece of masking tape that I stuck below that.  
When he came back I pointed to it and said "done".
