This is why cities have shelters, and they "work" for the most part, to cover unwanted homelessness, which is usually short lived. In a shalter, if well run, a person can get cleaned up, get child care, get better clothes if needed, counseling, and help finding a job. This part works pretty well, apparnetly.
The drug addicts and crazy people out there are not helped in this way, nor are the hobos.
