Maybe so, but even a weather balloon in our air space is breaking the rules.  It would be a PR advantage to show it had other equipment on board.

They of course can glean a lot from satellites, visually.  Some kinds of radio transmissions don't make it that far up though.  I also think it would be useful to understand what they were monitoring specifically as an intel thing.

Previously, a senior U.S. defense official said that the U.S. assessed that the balloon “has limited additive value from an intelligence collection perspective over and above what [China] can do through other means.”

Pentagon reveals details on how Chinese spy balloon was taken down with single shot | Fox News

The defense official said that the U.S. military was able to gather intelligence information on the balloon as it flew across the country.

"I can't go into more detail, but we were able to study and scrutinize the balloon and its equipment, which has been valuable as Chinese officials have themselves acknowledged," the defense official said.

So, the remnants are in shallow water in US limits and a Navy salvage ship is said to be en route.  We should be able to gather some of it, the article said it was scattered over 7 miles though.

Maybe.  I don't trust "the news" or the pols.  And of course these previous balloons could have been very simple affairs, nothing but a balloon, no payload.  Weather balloons can be used to determine winds aloft, they don't have any sensors.
