It doesn't even matter. It's a stupid idea.
Connect LA to SF? There are literally 5 airports in the greater LA area (LAX, Long Beach, Burbank, Orange County, Ontario). There are three in the Bay Area (SF, Oakland, San Jose). Planes depart pretty much on the hour from all to all, all day long. Flight time is ~1 hour. Rates are pretty cheap.
Need to save money, or need to have a car at your location and don't want to rent? It's a 5-6 hour drive.
The high speed rail has all the cost of air travel, all the hassle of air travel (need to get to a central location, park, etc), and takes almost as long, counting all that extra hassle, as driving.
HSR between LA and SF is a solution in search of a problem.
There's no way it'll ever reach ridership numbers in order to make it financially viable.
If California really wanted to spend $100B and get a return on it, they'd fund a massive program through the entire UC system to develop the technology to electrify air travel, and license all their patents to Boeing and Airbus to productize it. I'll bet for $100B, they might be able to pull that off.
